Tealight cremation urns are considered keepsake urns - smaller size urns that are chosen for a various of reasons.

Many people use keepsake urns to share a loved one's ashes among several family members. Others use a keepsake urn to keep a small portion of ashes after the rest has been scattered, buried, or placed in a columbarium.

Some people choose to keep a small amount of ashes in a different place than where the primary urn is displayed. Tealight urns sometimes are not filled but simply displayed next to the matching adult size urn and used for lighting a candle.
